This was intended as part of the unmarked secondary quest Yustianna Disturbed, possibly dropped by one of the bandits. Evidently, there was supposed to be a locked chamber in Yustianna's Grotto that this key would open. The highwaymen's journal found there is also technically defined as a quest item
