PATIENCE (CCR) - Disable NPC Comments When Waiting for Player Input

Enhances the overall dialogue experience by disabling NPC impatience. NPCs will no longer repeatedly prompt the player to speak every few seconds while waiting for player input or the next dialogue choice.
