More Tolerable Anomaly Detector Beep

Anomaly detector is too loud and annoying sometimes. I tried a few different pda and detector sounds from Shadow of Chernobyl. not many worked. "detector_radio_beep.ogg" was most fitting for a lower and less abrasive sound.
